UK Personal Watercraft News |
| 30th March : Portsmouth Jetski Gala. |
| The largest organised display of jetskis and other personal watercraft in Portsmouth harbour will take place on May 6 providing a free day of outstanding entertainment and spectacle – with a serious and essential message. |
| Portsmouth Jetski Safety Gala, in which up to 60 craft will take part, is being organised by the Queen’s Harbour Master at Portsmouth, Commander Kendall Carter RN, to promote the safe use of personal watercraft in the Portsmouth port area of the Solent, which extends from Cowes in the west to Sandown in the east. |
| The event is being held in conjunction with personal watercraft users, including the Personal Watercraft Partnership. It will also involve Yamaha UK, ICOM radio, the Royal National Lifeboat Institution, the Maritime and Coastguard Agency, Hampshire Marine Police, Ministry of Defence Police and the RYA |
| The gala will be opened at 11.00 am in Portsmouth Historic Dockyard by the Lord Lieutenant of Hampshire, Mrs Mary Fagan. Admission is free and all are welcome. |
| Static displays will be mounted by the participants, and a major feature will be demonstrations by the jetski display team Xtreme Action (the ‘Red Arrows’ of the jetski world). The finale shortly before the end of the event at 3.00 pm will take the form of a ‘grand parade’ in the harbour by participating craft, including those of Solent Skiers Association and Portsmouth Volunteer Harbour Patrol. |
| The patrol – which comprises two jetskis provided by Yamaha UK and three other vessels – is operated by the Queen’s Harbour Master and manned by suitably qualified volunteers whose role is to provide assistance, advice and information to the very many leisure users of the harbour. |
| Commander Carter, who has wide powers governing safety and security in the Portsmouth port area, said: "I sincerely hope this initiative will go a long way towards promoting the safe and responsible use of these craft throughout the Solent. |
| "Jetskis are great fun for the users, and the vast majority of jetskiers ride responsibly and abide by the regulations, but there are a few who do not and give others a poor reputation which is not deserved. |
| "These craft can travel at high speed, and there is a possibility of accidents occurring – there have been some tragic ones in recent years. The aim of today’s event is to emphasise how these craft can be used safely and with consideration for all other users of the port water space. |
| "We have already established a dedicated area near Lee-on-Solent for their use, and with help from Portsmouth City Council and sponsors I hope to establish another near Eastney ready for this summer. The bottom line is to have an accident-free and incident-free summer in which all water users have fun and no one is put in danger." |
| Chris Neville-Parry, executive director of the Personal Watercraft Partnership, has been working with the Queen’s Harbour Master and other concerned groups and authorities on measures and plans to improve the safe use of personal watercraft, and is helping to organise the gala. |
| He said: "Our organisation is proud to be associated with this event which we hope will result in the safer enjoyment of personal watercraft in the area and beyond." |
| Personal watercraft users – particularly jetskiers – who wish to take part in the gala should contact Duncan Johnstone, secretary of Solent Skiers Association at his email address at info@solentskiers.org.uk or leave a message on 01329 512175. |

| 29th March : Business Owners To Stand Trial. |
| By Jean Christou |
| TWO MEN who run a jet-ski business in Pissouri are to go on trial in October over the death of a British teenager last year, the Limassol court ruled yesterday. |
| Hannah Sutton, 16, from Manchester, sustained serious head injuries when the jet ski driven by her boyfriend, James Dudley, 17, hit her when she was in the water off Pissouri. The teenage boy had lost control of the high-speed vessel. |
| Both had rented jet skis but were given only a minute’s worth of instruction, the UK inquest into the accident heard. They were both also underage to rent the vessels. |
| Yesterday Christakis Ioannou and Aristos Ioannou, appeared at Limassol District Court charged with giving a sports vehicle to someone without a proper licence. Christakis Ioannou is also charged with committing a dangerous act without taking the necessary precautions which led to Hannah Sutton's death. |
| Both men have pleaded not guilty. |
| Judge Lia Markou ruled the trial would begin on October 13. Around 15 witnesses will be called, including Hannah’s mother Lynne, who lived on the island where she worked as a teacher at the British bases when the accident happened last August. The two teenagers were visiting her. |
| Dudley has already faced the Cyprus courts where he admitted causing his girlfriend's death due to negligence and riding a jet-ski underage and without a licence. He was fined around £2,000. |
| In January following an inquest in the UK Manchester Coroner John Pollard recorded a verdict of accidental death. |
| In his ruling Pollard said: "there was a very, very brief, totally unsatisfactory level of instruction" given to the youths by the beach-side operators”, and vowed to push the Foreign Office to prevent a repetition. |
| Pollard said he was shocked at how easily such "dangerous machines” could be hired to tourists with "totally unsatisfactory” instructions. |

| 21st March : Personal Watercraft Advice. | |
| MARITIME AND COASTGUARD AGENCY ISSUE ADVICE ON PERSONAL WATER CRAFT USE |
|
| As a result of the recent Court of Appeal ruling in the Goodwin case regarding the status of Personal Water Craft ("Jetskis"), the Maritime and Coastguard Agency has issued the following advice to owners and those in charge of these craft and other leisure vessels. | |
| It is the MCA's view that the Appeal Court ruling does not give a blanket exemption for leisure vessels from regulations such as the Collision Regulations. | |
| There may be specific circumstances where regulations do not apply, however it is regarded as best practice for all craft to observe the International Regulations for Preventing Collisions at Sea at all times. | |
| Current byelaws made and enforced by local authorities are unlikely to be affected by this ruling and all craft should continue to comply with any local regulations. | |
| The ruling was made in respect of a criminal case. | |
| Owners are reminded that the rules on civil liability, whereby they may be liable for their actions in civil proceedings, are unaffected by the Court of Appeal's judgment. | |
| Jeremy Smart, Head of the MCA Enforcement Unit said: | |
| "Whilst the MCA was disappointed with the outcome of the Goodwin case, we are now working to resolve the issues highlighted by that case, in order to ensure that regulations such as the International Regulations for Preventing Collisions at Sea are suitably complied with." | |

| 8th March : Yamaha Superjet RR. | |
| There has been lots of talk recently regarding another Limited Edition Superjet from Yamaha Europe. | |
| Following on from the 2005 Rius Racing Replica, the 2006 Superjet RR is from the same stable but with the added bonus of increased power and performance. | |
| Yamaha UK remain tight lipped about it's specification or UK availability but internet speculation points to a 760cc, with either a Pro-Tec Mach 1 or Factory B pipe producing in excess of 100hp out of the crate. | |
| It is believed the resulting 55mph Superjet in Rius Racing livery will be produced in large enough quantities for homologation for stock class racing. | |
| The craft is expected to feature similar add-ons to the previous Limited edition with the impeller, intake grate, ride plate and hull extensions all aftermarket. | |
| The Studio picture we managed to obtain shows the 'RR' with Rius Racing Graphics and custom chin pad, if the RR features a simular package to the 2005 model also expect to see Rius Racing mats. | |
| Prices in the region of €8.500,00 are being mentioned but as previously stated UK details are as yet unavailable. | |

| 3rd March : Search And Rescue Stats. | |||||||||||||||||||||||||
| The Maritime & Coastguard Agency today released its search and rescue figures for 2005. |
|
||||||||||||||||||||||||
| These show that the total number of occasions where assistance was required went down compared with 2004, and that the total number of persons rescued (where lives were at risk) was also down. | |||||||||||||||||||||||||
| The total number of alerts received by the Coastguard did show an increase but this was a positive response to the Coastguard campaign to encourage people to alert the Coastguard earlier when in trouble or to report those that are suspected of being in trouble more readily. | |||||||||||||||||||||||||
| Chief Coastguard, Peter Dymond said upon the release of these figures | |||||||||||||||||||||||||
| "We are cautiously optimistic that our new approach of risk-based prevention activity is driving down the more "serious" incidents where we need to co-ordinate a response. This suggests that our prevention messages are starting to get through. | |||||||||||||||||||||||||
| "The Agency is now much better at analysing statistics, which enables us to target our safety messages more directly, working even more closely with other organisations to address specific areas of concern. | |||||||||||||||||||||||||
| "I am certainly pleased to see an increase in the early reporting of incidents from the general public, as reflected in the increase in incident numbers and in the number of people being assisted or rescued sooner before they get into serious trouble. | |||||||||||||||||||||||||
| This is very good news indeed, given our strenuous efforts to raise awareness of the Coastguard and the service it provides, and to encourage people to alert the Coastguard as quickly as possible when things go wrong. I would also like to think that the BBC TV programme "Seaside Rescue" is playing its part in promoting safety. | |||||||||||||||||||||||||
| "The small rise in maritime accident deaths from 96 in 2004 to 100 in 2005 is regrettable and one we will work hard to reduce. Sadly, other recorded deaths, such as those by suicide or that are crime related, are ones where we can have little control or influence." | |||||||||||||||||||||||||
| Hoax calls to the Coastguard were also up from a recorded 301 in 2004 to 406 in 2005. | |||||||||||||||||||||||||
| For comparison purposes the figures for 2004 and 2005 are as follows: | |||||||||||||||||||||||||
|
|||||||||||||||||||||||||
| Of the fatalities recorded by the Coastguard: | |||||||||||||||||||||||||
| * 113 suicide/suspected suicide | |||||||||||||||||||||||||
| * 98 crime suspected | |||||||||||||||||||||||||
| * 29 natural causes | |||||||||||||||||||||||||
| * 100 accident maritime | |||||||||||||||||||||||||
| * 34 accident land | |||||||||||||||||||||||||
| * 2 outside the United Kingdom's search and rescue region. | |||||||||||||||||||||||||
| Peter Dymond ended with a warning: | |||||||||||||||||||||||||
| "I remain concerned about the continuing rise in hoax calls. Incidents at sea often involve several front line SAR units. Hoax calls are unacceptable. They waste money and lead to unnecessary risks, and they divert valuable resources that might be required for a real incident elsewhere where life is at risk. | |||||||||||||||||||||||||
| "We are working closely with the other Emergency Services in using up-to-date technology to improve our ability to trace these calls and provide evidence to the police for future prosecutions. | |||||||||||||||||||||||||
